C2M partners with companies throughout the United States' mineral production and processing industry to provide research, testing, and commercialization support.

Power and Minerals Industrial Stakeholders Group (PMISG) at Penn State was formed as a result of Clean Coal Session during Penn State Energy Days in 2017 that was co-sponsored by the Pennsylvania Coal Alliance. Representatives of industry, government, and academia were in attendance. Over forty industry representatives that included the coal, power, transportation, chemicals, and rare metals industries expressed a need for research and technical support for commercial plant development in Commonwealth of Pennsylvania. Industry presentations covered the economic importance of the coal and power sectors to Pennsylvania's economy, along with privately funded reclamation efforts that have restored streams and abandoned mine lands, all done by the waste coal power industry in the Commonwealth.

Recognizing that Penn State has long been a world leader in these topics, the group suggested that the following research disciplines and capabilities be maintained by the University in support of commercial project development: Geosciences, Mining Engineering, Mineral Processing, Hydrometallurgy, Pyrometallurgy, Fluidization, Multiphase Reaction Kinetics, Plant Design and Simulation, Financial Modeling (including assisting in preparing 43-101s), Fluid Flow and Heat Transfer Modeling, Materials Science, Plant Modeling and Simulation.
